Summary[]

Peoples of Euclid galaxy, no longer shall you toil for a so-called “civilization” which only uses you to prop up their numbers and their coffers. We, the members of the People’s Liberation Front of Inuaescl declare this system of exploitation no more and so do declare the Krillfederation Of Soviet Socialist Systems, a government for and by the workers and peasants of Euclid galaxy.

Society[]

Article 1: The Krillfederation is a government of liberated proletariat organized on the principles of people’s democracy.

Article 2: The People’s Liberation Front, which grew and attained strength as a result of the overthrow of the landlords, capitalists, and sentinels and the achievement of the dictatorship of the proletariat, constitute the political foundation of the K.S.S.S.

Article 3: In the K.S.S.S. all power belongs to the working people of each planet and system as represented by the People’s Liberation Front.

Article 4: The socialist system of economy and the socialist ownership of the means and instruments of production, firmly established as a result of the abolition of the capitalist system of economy, constitutes the economic foundation of the K.S.S.S.

Article 5: Socialist property in the K.S.S.S. exists either in the form of state property (the possession of the whole people), or in the form of cooperative and collective-farm property (property of a collective farm or property of a cooperative association), or single person operated private ventures.

Article 6: The land, its natural deposits, waters, forests, factories, mines, roads, large state organized agricultural enterprises (state farms, machine and exocraft stations and the like) as well as municipal enterprises and the bulk of the dwelling houses in the cities and industrial localities, are state property, that is, belong to the people of the Krillfederation.

Article 7: All market exchanges must be in purpose of expanding the productive forces of the Krillfederation and support funding people’s movements across the Euclid galaxy.

Article 8: The economic life of the K.S.S.S. is determined and directed by the state national economic plan with the aim of increasing the public wealth, of steadily improving the material conditions of the working people and raising their cultural level, and of consolidating the independence of the K.S.S.S.

Article 9: The Krillfederation of Soviet Socialist Systems is a galactic confederation, formed on the basis of the voluntary association of independent Soviet Socialist Systems having equal rights.
Article 10: The laws of the K.S.S.S. have the same force within the territory of every system of the federation.
Article 11: Citizenship in the Krillfederation is determined on the basis of one active base computer placed within the territory determined to be a part of the K.S.S.S. and the completion of the most up to date census form. Citizenship is subject to revocation.
Article 12: The State is organized into five Presidiums, each led by an elected official known as the People’s Commissar (bar the Presidium of State, which is governed by the Central Committee) who governs the authority over their jurisdiction with the assistance of the people. The Presidiums are as listed: The Presidium of State, the Presidium of Exobiology, the Presidium of Exploration, the Presidium of Labour, and the Presidium of Transportation.
Article 13: Each Presidium is made of one or more jurisdictions and can be allotted as many Discord channels as needed to maximise efficiency in achieving their goal.
Article 14: The People's Liberation Front of Inuaescl is an organization of workers and peasants of the K.S.S.S. that manages the reigns of state power and represents all citizens of the K.S.S.S.
Article 15: The People's Liberation Front will be guided by a Central Committee made up of the revolutionary vanguard.
Article 16: From the Central Committee, a General Secretary will be elected to serve as a personification of the goals of the citizens when only one citizen may be sent to represent the K.S.S.S. in interstellar matters
Article 17: The Presidium of State:; a) Convenes the sessions of the Worker’s Council of the K.S.S.S.; b) Interprets laws of the K.S.S.S. in operation, issues decrees; c) orders new elections and conducts referendums on its own initiative or on the demand of one of the Presidiums; d) Annuls decisions and orders of the Council of People's Commissars of the K.S.S.S. in case they do not conform to law; e) Awards with decorations and confers titles of honour to citizens of the K.S.S.S.; f) Exercises the right of pardon; g) Proclaims a state of war in the event of armed attack on the K.S.S.S. or whenever necessary to fulfil international treaty obligations concerning mutual defence against aggression;; h) Orders general or partial mobilization; i) Ratifies international treaties; j) Appoints and recalls representatives of the K.S.S.S. to foreign states; k) Receives the credentials and letters of recall of diplomatic representatives accredited to it by foreign states; l) Proclaims martial law (until ceased through referendum) in separate localities or throughout the K.S.S.S. in the interests of the defence of the K.S.S.S. or for the purpose of ensuring public order and state security.; m) when it deems necessary, appoints commissions of enquiry and investigation on any matter of state.; n) The Presidium of State has jurisdiction over the Ministries of Defence, Foreign Affairs, and Law.

Article 18

The Presidium of Exobiology:

a) Leading presidium in the endeavors of national science and research for the Krillfederation. (*)

b) The Presidium will follow principles of science and the scientific method in all of its endeavors.

c) Will be the sole body of naming, documenting, and researching all animals in the Krillfederation.

d) Has complete jurisdiction over all lands designated as a natural reserve by the presidium of State and Labour.

e) Will approve or deny the publishing of any scientific studies in the Krillfederation

f) Will be consulted for any matters in relation to the environmental policy of the Krillfederation

g) The People's Commissar will be the most senior scientist in the presidium and will act as its figurehead in all matters of state

h) The People's Commissar can appoint Boffins to important positions in the presidium at their discretion

i) The presidium will be broken down into smaller corps all lead by a boffin subservient to the People’s Commissar of Exobiology

j) They are as follows:

Taxonomy Corps- responsible for naming and documenting animals of the K.S.S.S.
Exobioengineering corps- responsible for the construction of research outposts and amenities
Conservation corps- responsible for the maintenance of natural reserves in the K.S.S.S.
Research corps- responsible for writing and publishing exobiology research

Article 19

The Presidium Of Exploration

a) Sets the basic precedent on the exploration and liberation of the Soviet Socialist System.

b) Charts systems in Inuaescl, as well as any other regions required by the Krillfederation.

c) Acts as the official wikipedia representative for the Krillfederation, documenting all discovered systems.

d) Handles any and all research based endeavours. (*)

e) Provides resources for all members for their respective endeavours, provided they adhere to the limits of the Presidium.

f) Hosts Lore and historical information vaults, allowing people to discuss Lore and historical documents with each other.

g) The basic organization of the Presidium is as follows:

I) The People’s Commissar acts as a figurehead and a leader to the members of the Presidium.

II) The Overseers of Exploration, Research, Documentation and History are appointed by the People’s Commissar.

III) The Overseers have near complete autonomy on organizing and carrying out tasks and projects.

IV) All tasks and projects must first be decided on by discussions between The People’s Commissar and The Overseers.

V) All Overseers may reassign members to different groups within the Presidium as they see fit.

h) The Presidium Of Exploration also handles population efforts in order to boost citizenship in new systems. Postcards, posters and other creative material may be used for the purpose.

i) The Presidium Of Exploration is open to requests from other Presidiums regarding its basic operations.

j) The Presidium Of Exploration may collaborate with several Presidiums in order to set up new Soviet Socialist Systems as functioning members of the K.S.S.S

k) The Presidium Of Exploration may initiate foreign ties related to scientific endeavours and exploration with other civilizations, if allowed by the Central Committee.

Article 20

The Presidium of Labour:

a) Responsible for the erection of government buildings and officially sanctioned projects.

b) Provides input or assistance to citizens in need of professional assistance on their projects.

c) Creates and maintains community spaces such as gardens, parks, or government buildings.

d) Provides licensing to citizens looking to open their own businesses within the Krillfederation.

e) Provides resources for all members for their respective endeavours, provided they adhere to the limits of the Presidium.

f) Creates the means to provide a universal basic income to all citizens of the Krillfederation.

g) The basic organization of the Presidium is as follows:

I) The People's Commissar acts as a figurehead and a leader to the members of the Presidium.

II) The Overseers of Construction, Agriculture, Industry, and Conservation are appointed by the People’s Commissar.

III) The Overseers have near complete autonomy on organizing and carrying out tasks and projects.

IV) All tasks and projects must first be decided on by discussions between The People’s Commissar and The Overseers.

V) All Overseers may reassign members to different groups within the Presidium as they see fit.

h) The Presidium Of Labour also works in tandem with the Presidium of Transportation to build roads between major settlements, as decided by the Presidium of Transportation.

i) The Presidium Of Labour is open to requests from other Presidiums regarding its basic operations.

j) The Presidium Of Labour will collaborate with the Presidium of Exploration to set up new Soviet Socialist Systems as functioning members of the K.S.S.S. once surveyed and approved for liberation*.

Article 21

The Presidium of Transportation:

a) Catalogues and documents ship types and locations of ships within the Krillfederation using the standards established by the commissar

b) Documents ships in Inuaescl, as well as any other regions required by the Krillfederation.

c) Supports the joint venture of the Presidiums of Exploration and Transportation by providing data regarding the ships of systems to the Minister of the Wiki

d) Handles any and all transportation based endeavours.

e) Provides resources for all members for their respective endeavours, provided they adhere to the limits of the Presidium.

f) Assists in the establishment of exocraft summoning stations on player bases

g) The basic organization of the Presidium is as follows:

I) The People’s Commissar acts as a figurehead and a leader to the members of the Presidium.

II) The Ministers of Taxi Services, Hauling, Documentation are appointed by the People’s Commissar.

III) The Ministers have near complete autonomy on organizing and carrying out tasks and projects.

IV) All tasks and projects must first be decided on by discussions between The People’s Commissar and The Ministers.

V) All Ministers may reassign members to different groups within the Presidium as they see fit.

h) Within the Presidium Of Transportation Ministers are subject to removal from office at the discretion of the Commissar of Transportation

i) The Presidium Of Transportation is open to requests from other Presidiums regarding its basic operations.

j) The Presidium Of Transportation may collaborate with several Presidiums in order to set up new Soviet Socialist Systems as functioning members of the K.S.S.S

k) The Presidium Of Transportation may initiate foreign ties related to shipping endeavors with other civilizations, if allowed by the Central Committee.

Voting[]

Article 22

All votes for elections will be held by secret ballot while all policy referendums will be held by public vote.

Article 23

The General Secretary is to be the only person to dictate and read secret ballots (except for in the case of a recall of the General Secretary) and will be subject to punishment if they are found to be abusing their privileged knowledge.

Article 24

A new vote may be called for an elected official so long as their jurisdiction agrees to a recall vote.

To recall a vote for a People’s Commissar 20% of the workers in their Presidium must announce their will for a recall.
To recall the General Secretary 40% of the citizens must announce their will for said recall.
Recall votes may only be announced starting two weeks into a term.

Article 25

Elections are to happen regularly in this manner.

Presidiums will hold elections every three months.
The election for General Secretary and other members of the Central Committee will be held every six months.

Article 26: The People’s Liberation Front of Inuaescl shall be the only legal party within the borders of the K.S.S.S.
Article 27: The People’s Liberation Front of Inuaescl shall be organized on the line of democratic centralism wherein the party reaches a consensus on all matters through the democratic process of discussion, self criticism, and plebiscite.
Article 28: At the discretion of the Central Committee, some elections may be taken and voted on solely by the council of People’s Commissars when in relation to secure matters of the state.

Rights of Citizens[]

Article 29

Citizens of the K.S.S.S. have the right to enjoy their time in the Krillfederation.

Article 30

Citizens of the K.S.S.S. have the right to work, that is, are guaranteed the right to employment and payment for their work in accordance with its quantity and quality

The right to work is ensured by the socialist organization of the national economy, the steady growth of the productive forces of Soviet society, the elimination of the possibility of economic crises, and the abolition of unemployment

Article 31

Citizens of the K.S.S.S. have the right to rest and leisure.

Article 32

Citizens of the K.S.S.S. have the right to be educated on and properly understand the laws, customs, and organization of the K.S.S.S.

Article 33

People identifying as POC, women, LGBTQ+, or any other minority groups in the K.S.S.S. are accorded equal rights with all others in the spheres of economic, state, cultural, social and political life.

Article 34

In order to ensure to citizens freedom of conscience, the church in the K.S.S.S. is separated from the state, and the school from the church. Freedom of religious worship and freedom of anti-religious propaganda is recognized for all citizens.

Article 35

In conformity with the interests of the working people, and in order to strengthen the socialist system, the citizens of the K.S.S.S. are guaranteed by law

a) freedom of speech

b) freedom of the press

c) freedom of assembly, including the holding of mass meetings

d) freedom of street processions and demonstrations

Article 36: In conformity with the interests of the working people, and in order to develop the organizational initiative and political activity of the masses of the people, citizens of the K.S.S.S. are ensured the right to unite in public organizations - trade unions, cooperative associations, youth organizations, sporting clubs, cultural, technical and scientific societies; and the most active and politically most conscious citizens in the ranks of the working class and other sections of the working people unite in the The People's Liberation Front of Inuaescl, which is the vanguard of the working people in their struggle to strengthen and develop the socialist system and is the leading core of all organizations of the working people, both public and state.
Article 37: Citizens of the K.S.S.S. are guaranteed quality of life and health; including life support gel, oxygen, sodium, launch fuel, and housing
Article 38: Citizens of the K.S.S.S. are guaranteed equality under the law. No person may be placed under arrest except by decision of a court or with the sanction of a procurator.
Article 39: The right to privacy within the homes of citizens and privacy of correspondence are protected by law.
Article 40: The K.S.S.S. affords the right of asylum to foreign citizens prosecuted for defending the interests of the working people, or for their scientific activities, or for their struggle for national liberation.
Article 41: It is the duty of every citizen of the K.S.S.S. to abide by the Constitution of the Krillfederation of Soviet Socialist Systems, to observe the laws, to maintain labour discipline, honestly to perform public duties, and to respect the rules of socialist intercourse.
Article 42: It is the duty of every citizen of the K.S.S.S. to safeguard and strengthen public, socialist property as the sacred and inviolable foundation of the Soviet system, as the source of the wealth and might of the country, as the source of the prosperous and cultured life of all the working people. Persons committing offences against public, socialist property will be labeled griefers and are enemies of the people.
Article 43: Treason to the Krillfederation i.e. impairing the military power of the state, espionage, and counter revolutionary activities are punishable with all the severity of the law as the most heinous of crimes.
Article 44: All citizens have the right to vote.
