Modified Representative Democracy is a government page.

The modified version of the representative democracy used by most notably The StarCom Federation, similar to the way the Haudenosaunee were governed.

Details[]

A representative democracy, in the context of No Man's Sky, is where each governing star system of a society sends 1 Ambassador per planet (moons do count) in said star system who arrive at a meeting and participate in a debate on whether to accept or deny a proposal. Each governing system is semi-autonomous, but united under one supranational government. On all political matters, the system's ambassador speaks on behalf of the whole star system. The most important thing to remember is that the people, through their Ambassador, remained the most important political unit. The Ambassadors are arbitrarily split into two moieties (derived from the French word moyen, meaning middle), the senior moiety and the junior moiety. These stay the same always. Whoever is the Ambassador of the capital system will host the meeting at a rendezvous point in the societies capital planet.

All the Ambassadors meet at a rendezvous point decided upon by the ambassador of the civilization's capital system. For the sake of clarity, let's say that in all systems there are 3 planets, therefore 3 ambassadors per system

Step 1; Somebody introduces a thing. For the sake of clarity lets say ambassador 1 of system 1 in the senior moiety introduces a peace treaty

Step 2; Whichever system brought the proposal would discuss the proposal amongst themselves. Let's say Ambassadors 1 & 2 in system 1 agree but Ambassador 3 doesn't agree. Multiple speakers were given a chance to make their case. But eventually, all Ambassadors within that system must come to the same consensus. Without consensus, the proposal died.

Let's say that eventually, ambassador 3 agrees to the proposal.

Step 3; The proposal is passed on to the next system in their moiety and step 2 is repeated. For the time being, the Capital System Ambassadors remain separate from the process.

Now, it starts to get complicated

Step 3.5; If the systems in the moiety came to different consensuses, the whole thing would have to start all over again, until the moiety reaches a general consensus. If all the systems in the moiety came to the same consensus, this step is skipped.

Step 4; Once a general consensus is reached in the moiety, the proposal is passed to the other moiety for their consideration. That moiety, in this case is the junior moiety, would debate as one, and the issue would not proceed until they reached a consensus. However, and this is key, the two moieties did not need to reach the same consensus. To keep things interesting we'll say that happens here.

Step 5; Finally, the ambassadors of the capital star system got to weigh in. As the ambassadors of the host system, they get to position themselves as a neutral third party. Just like everybody else, they needed to reach a general consensus. In this case, where the two moieties disagreed, they get to play the role of the tiebreaker, and whatever they decided would be the final result. On the other hand, if the senior and junior moieties agreed, one of two things could happen;

  1. They could simply indorse the group's decision, simple enough.
  2. Or they could send the question back to the beginning for another round of debate. If, after that second round, the proposal came back to them, they had no choice but to agree.

Still with me? It's complicated so lets do a simplified summary.

A person would introduce a thing and their system would debate, then their sibling nation would debate, then the other moiety would debate, then the hosts would debate, and offer their final approval. Each one of these steps required internal consensus.
