Technology trees are the path that you can unlock technology and types of buildings.

They are displayed when when talking to certain vendors, the Construction Research Station in the Space Anomaly, and the Construction Research Unit you can build in a base.
The anomaly can be unlocked by progressing the Artemis path quest.
